For the purposes of the Red Bull Racing Dinghy Dash media event on the waters of the Yarra River by Red Bull Australia in their application of 24 February 2017 under section 203(1) of the Act, vessels involved in the activity are exempt from the following requirements of the Notice under the Marine Act 1988:

  1. Five (5) knots within 50 metres of another vessel as detailed in clause 2(c).
  2. Five (5) knots within 50 metres of the waters’ edge as detailed in clause 3(a).
  3. Five (5) knot speed restriction on the Yarra River upstream of port waters of the Port of Melbourne as detailed in clause 3.1 of Schedule 3.

The master of the vessel providing rescue services must not exceed the speed of the activation vessels unless otherwise undertaking a rescue operation to retrieve persons in distress, provide for their initial medical or other needs and deliver them to a place of safety and includes any on-water activities that may be preliminary or incidental to that operation.

The exemptions apply from 9.15am to 10.30am on Wednesday 22 March 2017 for the waters of the Yarra River between Princes Bridge and Morell Bridge, provided that the stated safety controls and undertakings detailed in the Event Application and associated documentation are adhered to.
