Portsea Pier Maintenance Project

Background

As part of our ongoing pier and jetty maintenance program, we regularly assess the condition of maritime structures through technical inspections using professional engineers and divers. A recent engineering inspection at Portsea Pier has identified the need for general maintenance works which require sections of the pier to be closed while repairs are undertaken. These works will prolong the life of the iconic pier, which was first constructed in the 1880s.

The project consists of maintenance repairs to prolong the usable life of Portsea Pier. Following a competitive tender process, the contract for these works was awarded to Elstone Diving Services. They will work to replace a number of decking boards within the pier approach area, replace failing fenders and selected ladders. Specialised marine wraps will be installed to protect 14 of the pier’s deteriorated timber piles, while also replacing one pile which is showing signs of advanced deterioration.

This timeline will be updated as the project progresses. The project’s timeline is dependent on factors such as weather, labour and the availability of materials.

Environmental management

Portsea Pier is home to significant marine life and is a popular dive destination. In order to manage and minimise the potential environmental impacts of the repair works; Parks Victoria has commissioned a Marine Ecology Report. Recommendations from this report have shaped our approved methodology of works, with the aim of minimising impacts to the marine environment.

Parks Victoria recognises the heritage character timber piers provide and is committed to ensuring these values are preserved where possible. While Portsea Pier is not heritage listed, adopting an all-timber reconstruction approach for repairs will help retain the character of the pier.

Parks Victoria is the local port manager for Port Phillip, Western Port and Port Campbell. The three local ports combined receive approximately 30 million visits a year, and include 263,000 hectares of waterway, marine protected areas, channels, piers and jetties, moorings and aids to navigation.

Why is Portsea Pier being repaired?

What repairs does the Portsea Pier project include?

When will the repairs to Portsea Pier be completed and the pier reopened?

The repairs will begin in mid-September 2022 and were expected to be completed by the end of November 2022, however delays mean this date is now planned for early 2023.

Can I access the pier by boat or fish from the pier?

During works, the pier will be closed to the public at times. As sections of works are completed and it is safe to do so, we are planning a staged reopening of the pier. Visitors are encouraged to follow on-site signage and visit the project page for updates.

Alternative fishing and boating activities can be enjoyed at nearby Mornington Pier, Frankston Pier, Dromana Pier and Rosebud Pier.

Can I still berth my boat or other vessel at the pier during the work?
Parks Victoria’s key priority in the delivery of these works is the safety of the public, staff and contractors. During the period of works there will be times where the pier is completely closed and berthing at low landings will not be permitted. Parks Victoria have worked with the successful contractor to negotiate weekend access to the inner low landing for berthing opportunities for Licensed Tour Operators.

Can I swim or dive/snorkel around the pier?

No, during the works period, the area beneath the pier is unsafe for these activities due to construction hazards. You can enjoy similar experiences at Rosebud Pier and Frankston Pier.

Who is responsible for managing Portsea Pier?

Parks Victoria is responsible for the management and maintenance of over 40 piers, jetties and related structures in Port Phillip, Western Port and Port Campbell which attract about 33 million visitors per year combined. Parks Victoria carries out regular inspections on all its local port assets ensure they are safe and well maintained.
